Rice with Fish

1 pound of Dry fish (gaspar)
2 cups of Rice
2 tablespoons of Oil
2 Chiltoma (bell pepper)
2 Carrot
½ liter of Tomato sauce
1 pinch of Salt
1 pinch of Pepper
